notify-sharp: completely managed implementation of notify-sharp

Hi, in the attached tarball a completely managed implementation of notify-sharp is included. All parts of it are working and the API is clean and inspired by the libnotify API. This should replace the notify-sharp libnotify bindings from SVN and could instantly be released as 0.4.0. As the notify-sharp in SVN has no release yet and nobody used it (because it was fairly broken last time I looked) I guess it's no problem that the API is slightly different.
Please add this to SVN (and if you want give me SVN access ;) ).
If you want anything changed please tell me.

PS: This is already used by banshee and last-exit since some time without problems.
