Tom Parker proposed in Debian bug http://bugs.debian.org/361843 a couple of things to enhance libnotify's pkg-config file.

(In [2819]) - Improve libnotify.pc by pushing dependencies into Requires: instead of Cflags: and Libs:. This closes ticket #58. - Bump the version to 0.4.0.90.
